Tucson Major Streets and Routes Plan excerpt showing absence of the RTA's proposed Kolb Road extension to the Sabino Canyon/Tanqe Verde intersection. Such an extension was rejected by the City Council in the early 1990s. Jim Glock, Director of City of Tucson Dept. of Transportation, explains (here [2Mb video]) that this project was rejected because it is not cost effective requiring expensive (and ugly) grade separations (overpasses) to function acceptably under city standard.
