Environmental Analysis, SWCA Inc., Environmental Consultants

The following major findings of the environmental assessment by SWCA Inc, Environmental Consultants, are contained in their January 22, 1998, report:

"Biological Resources:  It is extremely unlikely that the proposed project would adversely impact any special status species or their habitat.  There are no areas in the project area where vegetation is especially important for scenic value, screening and/or buffering, or soil stabilization."

"Mitigation of Riparian Areas:  The project area falls within an area classified as mesoriparian habitat by Pima County.  Impacts within this area, which are estimated from 1.82 to 4.55 acres, would need to be mitigated at a ration of 1:5 to 1.  The cost of mitigation is estimated to be on the order of $100,000 to $200,000."

"Visual Impact Analysis:  Viewsheds throughout the project area have been heavily modified by human use, including residential developments, utility lines, and roadway construction.  Visual quality impacts associated with the proposed extension would be mitigated by existing vegetation."

"Air Quality Impacts:  Emissions of carbon monoxide and other pollutants would be reduced by approximately 8 to 16% [in the project area].  These reductions would result from 1) improved traffic circulation in the project area, and  2) reductions in total vehicle miles traveled.  Reductions in emissions would reduce potential damages associated with respiratory illness, vegetation effects, soiling of materials, and aesthetic degradation."
